Punitive regime for Kevan Thakrar
Letter written on 31 October 2025 to the Secretary of State for Justice of the United Kingdom
Hello,
I am writing to you in your capacity as Prisons Minister about a serious issue I am
experiencing at HMP Whitemoor. After the introduction of a new highly punitive unlock
regime for all CSC prisoners who are subjected to restricted singular unlock was
introduced on 13 October 2025, the conditions in which I am being held have
deteriorated significantly. I am now not being unlocked from my cell at all, and I have no
regime.
I need to call attention to the fact that I have been on a two o icer unlock during the
duration of my time here at HMP Whitemoor, which has now been 18 months. I also
need to call attention to the fact that I never been violent during my time at HMP
Whitemoor, but I am now being held under stricter protocol than prisoners who have
been violent.
It’s also important to note that I have not received any support with a plan for
progression during my 18 months here at HMP Whitemoor, nor have I received any
mental health treatment or support for my diagnosed disability. The actions I’ve
described in this letter are exacerbating my diagnosed disability significantly.
HMP Whitemoor sta refuse to take responsibility for subjecting me to the treatment I
have described above, and they refuse to enable any means for me to appeal this. It is
due to the wrongful allocation by HMP Whitemoor of my unlock status to restricted
singular rather than routine as I have evidenced I am safe to be managed under that I
am now being subjected to this disproportionate and irrational unlock protocol.
Please direct HMP Whitemoor to return to treating me in accordance with my individual
risk assessment as is mandated by the mandatory national policy of the segregation
manual with immediate e ect. Please also take action to prevent any further
unnecessary oppressive measures being inflicted upon myself or any other prisoner.

As well as suffering from a miscarriage of justice having been convicted under the controversial and discredited legal doctrine of joint enterprise, Kev is one of the 50-men within English prisons to be detained within the Close Supervision Centre (CSC) system under Rule 46 of the Prison Rules 1999. When the Segregation Units disappear people, the CSC is where they end-up. This is the front-line in the battle against state violence where you must resist or capitulate, and Kev more than any other continues in the struggle as a champion of the people. The United Nations Special Rapporteur on Torture has raised the conditions of his detention with the government and he has taken a judicial review of the policy of allowing indefinite segregation which enables his ongoing solitary confinement, the appeal for which is due to be heard at the Court of Appeal on the 3rd and 4th of March 2026.
